The narrative emerged in 2002 within the post-September 11 security environment. The United States administration began constructing a public case for military intervention in Iraq under President Saddam Hussein.

The narrative originated within a coordinated effort involving the Office of the Vice President, the Defense Intelligence Agency, and the Office of Special Plans — a dedicated intelligence unit established outside normal analytical channels specifically to develop the Iraq threat case.

Its original purpose was to generate sufficient domestic and international consensus for pre-emptive military intervention by establishing Iraq as an imminent, verified threat through weapons of mass destruction — biological, chemical, and nuclear.

The word "coordinated" is analytically precise and documentarily supported. It does not imply a unified deception operation with a single author. The record supports coordination between institutions pursuing aligned objectives. That distinction separates this analysis from conspiracy framing and is maintained throughout.

The Imminent Threat Claim

The capability claim was upgraded to imminence. Iraq was not merely in possession of WMD capability — it represented an active, near-term threat to regional and potentially global security. This is the critical narrative mutation: from "they have it" to "they will use it soon." The psychological load of imminence is categorically different from capability and was designed to foreclose the time available for independent verification.

(February–March 2003)
Secretary of State Colin Powell's presentation to the UN Security Council on 5 February 2003 represented the narrative's apex — the transformation of contested intelligence into publicly performed certainty. Satellite imagery, intercepts, and sourced testimony were presented as verified evidence. This version collapsed the distinction between intelligence assessment and established fact in a globally televised format.

Each version escalated the epistemic confidence of the claim while the underlying evidentiary basis remained contested internally. The escalation followed a political timeline, not an intelligence timeline.

Primary target audiences
the US domestic public; the US Congress (authorisation vote); allied governments, particularly the UK, Australia, and Spain; the UN Security Council; and international public opinion, particularly in NATO member states.

Psychological and social objective
To produce a condition in which the cost of scepticism — political, social, and moral — exceeded the cost of acceptance. The mechanism was not simply persuasion. Sunday political programmes, prime-time presidential addresses, and the globally broadcast Powell UN presentation functioned as the primary amplification architecture.

Internet
2002–2003 predates social media as a mass infrastructure. The internet played a limited role in amplification but a significant role in early counter-narrative distribution — independent analysis that did not reach mainstream audiences at scale.

The Powell UN presentation was not a press conference. It was a performative certification — the institutional weight of the UN Security Council, the credibility of a military figure perceived as sceptical of the intervention, and the visual grammar of intelligence evidence combined to produce a moment designed to be definitive. Its subsequent collapse is forensically as significant as its construction.

Defence mechanisms for people and democratic systems
